What exactly is the DOVA project, and what’s being built?

The DOVA project is a mixed-use City Center development that is being planned to include sports, entertainment, retail, hospitality, and community-oriented spaces. It is a long-term project that will be built in phases, and not all components will move forward at the same time. Today’s goal is to share where things stand, what is being explored, and how the project is progressing.

Is this project already approved, or is it still under review?

The project is moving through the appropriate planning and review processes. Some elements are still in early stages, while others are further along. Any final approvals will continue to go through the required public, regulatory, and city processes. Nothing bypasses those steps. The Arena is Currently in Design Review Phase.

How will this impact traffic and parking in the area?

Traffic and parking are core considerations in any City Center project. Traffic Analysis and planning efforts are part of the process, and mitigation strategies are evaluated as the project develops. Specific solutions depend on final designs, phasing, and approvals, which is why this work happens over time and not all at once.

How will this affect nearby neighborhoods and residents?

Protecting the surrounding community is a priority. That includes being mindful of access, noise, traffic patterns, and overall quality of life. As plans become more detailed, those impacts are evaluated and addressed through the formal planning process.

Who is funding this project? Is taxpayer money involved?

This is a fully private project with no upfront subsidies. We are partnering with the city to waive certain fees in order to bring a $1billion+ Sports and entertainment district.

What is the timeline? When would construction actually begin?

There is no single start date because this is a phased project. Timelines depend on approvals, financing, and final design decisions. We are focused on moving responsibly rather than rushing steps that require careful review. Arena will breakground in Late Spring/Early Summer.

How can the community actually have input if decisions are already being made?

The Civic Collective is not a decision-making body, but it is a way to share information, clarify questions, and understand community concerns. While not all input can be implemented, questions and feedback help guide communication, planning priorities, and transparency as the project moves forward.

Will this bring jobs or economic benefit to the community?

Projects of this scale are designed to support economic activity through construction jobs, permanent employment, and increased local commerce. With over 37,000 jobs created over 12 years and $4.5billion in economic impact in that period.

Why should the community trust this project?

Trust is built over time through transparency, consistency, and follow-through. The Civic Collective exists to provide clear information, address questions directly, and keep communication open as the project progresses. We understand trust isn’t automatic, and we’re committed to earning it.

What happens after this meeting?

After today’s meeting, we’ll continue sharing updates through DOVANOW and future Civic Collective briefings. This is the first of an ongoing series designed to keep the community informed as the project evolves.

Where will 4,000+ arena attendees park?

Parking for a venue of this size is planned as part of a comprehensive parking and mobility strategy, not a single surface lot solution. This includes a combination of on-site parking, shared parking within the district, and structured parking that supports multiple uses beyond event nights.

Parking plans are evaluated through required analysis and reviewed by the City as part of the entitlement and approval process. Final parking counts, locations, and management strategies will be aligned with City standards and event operations to ensure safe and efficient access.

What vehicle and pedestrian safety improvements will be made at the intersection of Folsom Boulevard and Kilgore Road?

Vehicle and pedestrian safety is a core focus area, particularly at key intersections like Folsom Boulevard and Kilgore Road. Any improvements to intersections are evaluated through traffic and safety studies conducted as part of the planning and review process.

Potential improvements can include signal timing adjustments, lane modifications, crosswalk enhancements, pedestrian visibility upgrades, and other safety measures as identified through the analysis. Specific improvements are determined in coordination with the City and relevant transportation agencies and are addressed prior to project approvals or construction.

Will Trade Center Drive be widened?

Our Civil is currently working with Public Works on a Traffic Analysis, this analysis will determine what would need to be improved.

What guarantees do Rancho Cordova residents have that the arena will be built on schedule and not sit unimproved for years after entitlements, especially given fee waivers?

That is an important and fair question. Large-scale projects like this are structured in phases and are subject to timelines tied to financing, approvals, and development agreements. The City has tools available, such as development agreements, performance milestones, and conditions of approval, to ensure projects move forward responsibly once entitled.

Fee waivers or incentives, when used, are part of negotiated public processes and are designed to support timely development, not indefinite land holding. The intent is to align approvals with clear expectations, accountability measures, and progress benchmarks rather than leaving sites unimproved.

Who is leading the project?

The Cordova City Center project is led by Alpha One Sports & Entertainment Group, a coalition of local business leaders, in collaboration with KozPure Development, the project’s master developer.
