What exactly is the DOVA project, and what’s being built?

DOVA is a planned mixed-use City Center that will include sports, entertainment, retail, hospitality, and community spaces.
It will be built in phases over time, meaning not all components will be constructed at once. Today’s focus is to share what is currently in development and how the project is progressing.

Is this project already approved, or is it still under review?

The project is still moving through the required planning and approval process.
Different components are at different stages, and all approvals will go through standard City and regulatory review. The arena is currently in the design review phase.

How will this impact traffic and parking in the area?

Traffic and parking impacts are being actively analyzed and planned for.
Formal traffic analysis is underway, and solutions will be implemented based on final designs and City requirements to ensure safe and efficient circulation.

How will this affect nearby neighborhoods and residents?

Protecting nearby neighborhoods is a priority.
Impacts such as traffic flow and access will be evaluated and addressed through the formal planning and approval process.

Who is funding this project? Is taxpayer money involved?

This is a privately funded project with no upfront taxpayer subsidies.
The project team is working with the City on potential fee adjustments to support development of a large-scale sports and entertainment district.

What is the timeline? When would construction actually begin?

The project will move forward in phases rather than a single construction start.
The arena is currently anticipated to break ground by late summer, pending final approvals and readiness.

How can the community actually have input if decisions are already being made?

The community can provide feedback through the DOVANOW Civic Collective submission form and receive responses through Civic Collective webinars.
This process is designed to keep communication open and ensure questions are addressed as the project moves forward.

Will this bring jobs or economic benefit to the community?

Yes.
The project is expected to generate approximately 37,000 jobs over 12 years (an average of 3,000 jobs per year) and an estimated $4.5 billion in economic impact, including construction, permanent employment, and increased local business activity.

Why should the community trust this project?

Trust will be built through transparency and follow-through.
The Civic Collective exists to provide clear updates, answer questions directly, and maintain open communication as the project progresses.

What happens after this meeting?

Civic Collective webinars will continue each month.
Updates will also be shared through DOVANOW as part of an ongoing effort to keep the community informed.

Where will 4,000+ arena attendees park?

Parking will be accommodated through a combination of on-site, shared, and structured parking within the district.
Final plans will be based on required analysis and aligned with City standards to ensure safe and efficient access during events.

What safety improvements will be made at Folsom Boulevard and Kilgore Road?

Safety improvements will be implemented based on traffic and safety analysis.
These may include signal adjustments, lane improvements, crosswalk enhancements, and pedestrian safety upgrades, coordinated with the City before construction.

Will Trade Center Drive be widened?

It is currently under evaluation.
A traffic analysis being conducted with Public Works will determine whether widening or other improvements are needed.

What guarantees are there that the arena will actually be built?

The project will be governed by development agreements, timelines, and performance requirements.
These tools are designed to ensure progress once approvals are granted and to prevent long-term inactivity on the site.

Who is leading the project?

The Cordova City Center project is led by Alpha One Sports & Entertainment Group, a coalition of local business leaders, in collaboration with KozPure Development, the project’s master developer.
